Calculate standard per-mile fuel surcharges (FSC) based on the Department of Energy (DOE) national average diesel price.

Usually updated weekly on Mondays by the EIA.

The fuel price at which the linehaul rate was negotiated (often $1.25 or $1.50).

Industry standard divisor is typically 5.0, 5.5, or 6.0 MPG.
